Minutes for August 14 meeting were accepted, noting to read "vegetables" as "vegetation". Jean announced her need to resign from the committee due to recently increased outside obligations. Appreciation for her contributions to the committee work was expressed and the hope that she might find the opportunity to join at a later date. [1] It would benefit the Town if thought could be given to our finding a replacement for this position on the committee. Youth biking issues -- Joel reiterated the value of teaching safe biking using the accreditation of the Effective Cycling Instructor certification of the League of American Bicyclists which he has received. This instruction is based on methodology developed over many years and is widely regarded. There are two types of programs, one for adults and one for youth. He proposes addressing the youth program at this time. It emphasizes rules of the road that are helpful to youth later learning motor-vehicle driving. To keep the organizational requirements manageable for him, Joel recommends that the program be under the Recdreation Dept. He plans to dry-run the program first with neighbors. The program would be of two to three sessions of less than four hours each. It would include class instruction, hands-on bike repair and bike riding. [2] Joel proposed providing a simple outline for the Rec. Dept. which he will prepare for the next meeting. Concord Rd. parking area -- Joel reported that Rich Warrington of DPW requires more details on the plan that Rotary has submitted. [3] Ray agreed to check with Roger Corbin of Rotary regarding this matter. West bikeway -- Ray reported plans for a walk-through with Elizabeth Bagdonis, Conservation Commission Manager, on Sept. 19 at 2 PM. Joel reported that Warrington plans grading and filling work there. [4] Joel will tell Warrington about the planned conservation walk-through. It was discussed that this work could detract from the use there for mountain bike exercises, but that the value for wider usage could increase and therefore is supported. Depot Park -- Discussion about the changes planned for the MM bike trail at South Road were discussed [see minutes of May 12 meeting]. Joel supported Warrington's recommendation of observing what happens after the project is built and addressing issues at that time. NGRT -- It was noted that grass is encroaching the path. [5] Joel will report this to Warrington. Bridge Street path -- Joel reported on a "brush hog" that DPW has which could be used for trimming along the path over the 200 yards of the pedestrian easement. [6] Ray will discuss with Bagdonis requirements of the Conservation Commission for an application for work between the easement to the front store line. East Bedford Industrial area -- Considerable discussion centered on the situation for bikers and pedestrians safely going to and from Crosby Drive via Rt. 62. A subcommittee was formed of Joel, Bob S. and Ray to address the issue. [7] Joel will put together an outline of a plan re this issue and also contact the two bikers of the Crosby Dr. area who attended the August meeting (Mathew Mayer and Jeremy Clark). DPW Issues -- It was agreed to address signage at the next meeting. Bike parking -- (nothing new) Sidewalk passability -- [8] Ray will contact Joanna and find the status of the ATM article. Police accident reports -- Bob S. said that an automobile-bike collision was reported at the intersection of Roberts Dr. and the Great Road. No further information on the accident was available. It was noted this lack of details in these reports is unfortunate as it precludes consideration of measures for safety, for example precautions for biking on sidewalks. Meeting adjourned at 9:25. Next meeting October 9, Town Hall, 7:30 PM. BFMCB Meeting: Bedford bike tour ala Arlington -- It was agreed to have a dry-run of the tour on a Saturday, at 9:30 AM, meeting at the Freight House. Please note that the date has been changed from October 5 to October 12 due to a conflict. For questions please call the leader, Bob Evans, at 781-275-0573. [9] Ray will check with Town Hall about the possibility of using as easement to go from Winterberry to Jeffrey Circle. Bedford Day (9/21) -- [10] Ray will coordinate plans for bicycle parking and send a email to the Bedford MM. Joel has requested a table for the committee and was told that the Bedford MM will have the location, if any. Meeting ended 9:50 PM. Note: Action items noted by brackets [ ].
